Last season, he broke multiple Maryland passing records, and unfortunately for the defenses he faces, he returns for his final season in 2009. Fortunately for Rutgers fans, this talented young signal-caller plans to attend camp at Rutgers this summer. SOR put together a small action video of Billy displaying his skills.
